As a resident, you must include lottery winnings from other states and countries. Pennsylvania Tax Rate for Gambling Winnings Pennsylvania personal income tax is currently levied at the rate of 3.07 percent against taxable income, including gambling and lottery winnings. Are Sports Betting Taxes a Thing? When it comes to sports betting taxes, the state of Pennsylvania belongs to those with a higher percentage. In other words, if you want to claim ceratin winnings from betting in PA you will have to pay a 24% gambling winnings tax to the government. Not paying tax on bet winnings is illegal. Pennsylvania's sports-betting bill originally set the tax rate at 18 percent — 16 percent for the state, and 2 percent local share. But as the bill was merged with other gaming legislation into an omnibus gambling measure now known as Act 42, the sports-wagering tax was doubled to 36 percent. In some cases, the tax (25%) is already deducted by the casino before you are paid your winning. However, if you fail to give your tax ID number to the payer, 28% of the winnings will be withheld instead of the usual 25%. Withholding is effected if your winnings minus your wager are above $5,000 or at least 300 times your wager.

About the Individual Income Tax

The IRS and most states collect a personal income tax, which is paid throughout the year via tax withholding or estimated income tax payments.
Most taxpayers are required to file a yearly income tax return in April to both the Internal Revenue Service and their state's revenue department, which will result in either a tax refund of excess withheld income or a tax payment if the withholding does not cover the taxpayer's entire liability. Every taxpayer's situation is different - please consult a CPA or licensed tax preparer to ensure that you are filing the correct tax forms!
